House Transportation Committee Advances Five-Year Infrastructure Bill

The House Transportation and Infrastructure Committee recently approved H.R. 8870, the BUILD America 250 Act, which would reauthorize key federal infrastructure programs.
The bill would build on the 2021 Bipartisan Infrastructure Law by reauthorizing federal surface transportation programs for another five years after the current law expires on September 30, 2026. It would continue major federal investment in roads, bridges, transit, freight, passenger rail, and safety, while updating program rules, funding structures, and Highway Trust Fund revenue policies.
The bill includes:
- Robust formula and competitive grant funding to build, repair, and modernize bridges.
- New Surface Transportation Accelerator Grant program for local, regional, rural, and urban projects.
- Reforms to streamline project delivery and environmental review processes.
- Transit funding, capital investment, safety, and accessibility provisions.
- New truck parking grant opportunities, motor carrier safety updates, and provisions related to autonomous commercial vehicles.
- EV and plug-in hybrid fees to support the Highway Trust Fund.
